This may sound crazy and I'm not an expert but martins like to look down and they don,t like any thing hanging under there house in a colony thats not established yet.they also like a 10 foot drop and a 40 foot run I think you have done everything right your open, away from trees, but this is my sug...

from what I have noticed it takes a lot of energy to nest build and feed young I don't know how your weather is there but when it is cool they have to travel far for food and until they are ready to nest and insects or plentiful they will stay gone all day and come back right at dark so to seem them...

I think the dawn song is great it won't make martins stay at your sight but it can help them find a place and investigate your sight however it dosent have to be loud and once you see martins it is best to turn it down low or completly shut it off because it has scared martins away expecially if you...

The S&S controller is a exellent trap for starlings and sparrows .you can build your own or buy one from the link not allowed in pennsylvania. It will control the s&s while your away,however they do migrate so they may be detered by the entrance and move farther north.

so really!!!!!!!! if you want martins get rid of your cats you cannot have both if you don't have an established colony and once you have an established colony watch them like a hawk they will kill song birds and your martins whenever the opptunity fits.

One year I noticed starlings going into the trap and would come back out the same hole so I lowered the trap to find the mud wasp built a mud nest in the corner and the trap tried to reset it would drag on the mud nest and wouldn't reset hopefully yours is not scraping on the sides or font door good...
