How do I find someone to band my fledgling for next year? I live close to Harrisonburg VA.

It really is a challenge. I live in Texas, not to far from Dallas. I contacted Texas colleges to see if it would fit in with class corriculum or if an Instructor would do it. Contacted local game warden and local bird rehabbers.
It didn't work out for me. I understand the Federal Licenses are really hard to get. So few people are actually qualified.
