I think this was during storm #3 of 1926.
Birds at sea sometimes become trapped in the eye of a hurricane or typhoon and seek refuge on the decks of passing ships that are also in the eye of the storm. This is what happened in the case above when, in August 1926, the S.S. West Quechee sailed through a hurricane in the Gulf of Mexico. I know of no other photograph of this phenomenon. Photographer unknown. Image from Ivan Ray Tannehill’s classic ‘Hurricanes: Their Nature and History’, Princeton Univ. Press, 1938.

Wonder if the ship was headed in the right direction, if so it was a lucky find for those martins. I guess now there's plenty of oil rigs for rest stops.
Neat photo! thanks for posting
